From personal experience I like the low mounted the best. They cut the fog better, high mounted headlights seem to light up the moisture droplets of fog or rain (and snow) in front of the windsheild and make it hard to see the track ahead. The low mounted lights still do the same thing but the area they light up is below the level of the windsheilds and you look over it. Also it is easier to change bulbs from the walkway level.

On the down side I have heard of a crewman leaning up against a headlight and by the time he realized what he was doing had recieved third degree burns from the bulbs.
