Cemex asks STB to stay Sierra Northern's takeover of Santa Cruz branch

In a filing posted to the STB website today, Cemex (owner/operator of the Davenport cement plant) is asking the board to stay the transfer of the Santa Cruz branch to Sierra Northern. Cemex is not necessarily opposed to the transaction, but the company is very concerned about the line's ability to handle commercial freight movements in the future given RTC's pending purchase of the line and the various plans put forth for the future of the right-of-way. Cemex states that they have been trying to find out information through informal consultation with SERA, UP, and RTC, but their concerns have not been answered or addressed. They are asking the STB to hold the proceedings in abayence until UP, SERA, and RTC can provide enough information to satisfy Cemex's concerns and fears.
