It was my understanding that once a quiet zone was put in place that the liability for an accent shifted from the railroad to the city. If that's the case, this one is definitely coming out of the city's pockets! One thing I can guarantee you is that the engineer was blowing the horn when he hit, since quite zones allow for the horn in emergency situations. Personally I'm very interested in seeing how this one plays out. That being said, I do hope nobody was killed in the vehicle.
