Because the UP doesn't let any other steam engines except its own on their tracks. If it were an Amtrak operated train (as the trip from Portland to Minneapolis was), they would do it, if I understand things correctly. As to Railfar in 2011, I don't think there are any plans to do one. At the last one in '99, they said afterwards that it might never happen again. It was very expensive, (and poorly organized as well)and not well attended due to heat and the ailment of Thomas the Tank Engine etc.
