The Amtrak station manager at Portland mentioned to me that the biggest problem with the trains was the extreme cold freezing up the air brake lines, making it unsafe for them to proceed.

I've been on Amtrak runs where the toilets froze up and you had to wear several layers to keep warm, and made it through. But even I would not want to be on a train with no brakes.
