Scrap value is just one consideration in that decision. I'm sure that Collins Pine also considered the property taxes they would have to pay every year (both on the railroad and the rolling stock), and the liability issues if somebody riding their abandoned line on a speeder or railbike were to be injured. There are probably other considerations as well.
I'd always thought that it would be a natural location for a dinner train, but it's probably like the McCloud -- beautiful scenery but too far away from other tourist attractions to attract enough passengers.
