Also:

-The signal was indeed Restricting ("...movement must be made at a speed that allows stopping within half the range of vision short of...men...fouling the track"--i.e. as Mark inferred, they would have been violating GCOR had they simply run over the kids); OPB also said the bridge has a 10mph restriction--hardly enough to simply bowl over the offenders

-At least one of the suspects (gang members) found and arrested so far is being tried as an adult, and Mr. Skoropowski is seeking federal charges, too
