So let's see... Trucks are detoured around Rochester on a bypass, built with taxpayer money. No taxpayer money being available to the DM&E, the railroad wants to upgrade its ROW to reduce risks to everyone. That doesn't suit the Fine NIMBYs of Rochester (FNoR). In fact, nothing seems to suit the FNoR.

The special interest FNoR folks in Rochester are not part of the solution--they've become the problem. Ho, hum, just another day in the ongoing saga of "How the World Revolves Around Rochester."
