You're right, ATS might not have prevented Chatsworth, but certainly would have reduced damage, injuries, and deaths significantly. It would have put the train in emergency when he ran the red.
An integrated PTC system absolutely would have prevented this type of incident, because of the engineers failure to respond, while accelerating toward an approaching restrictive signal indication.
PTC may not have prevented Burbank. That was an act of criminal terrorism. The safe corridor program attempts to minimize that risk of illegal intrusion, and improve detection of intruders. It's been an important issue at a few transit security meetings that I attended over the last few years. This is progressing well, to the consternation of would be rail trespassers.
