The caption under the photo at the top of the story says the train is approaching the signal; it makes no reference to direction, nor to which signal. Although vague, the caption is correct as written. We can see it's eastbound, but had it been westbound the caption would still be correct because the train is between the EB and WB signals in this photo.
However, further down, the Times says that in an earlier version of this story the caption mistakenly said the train is "northbound" (westbound) and they now realize it's "southbound" (eastbound).
This is not the first time that government findings on a transportation incident contradict multiple eyewitness accounts, including cases where those accounts have been submitted in the form of sworn testimony (both verbal and written) from first responders and others allied with the particular mode of transport.
