My guess is the Sierra owners are far more interested in potential dinner train operation than doing business with CEMEX. Certainly the Santa Cruz Branch has far more potential than hauling dinner trains from Oakdale to Warnerville unless you like dry ranch land and cow manure.

They had to know that the chances of the mexicans reopening the Davenport plant were slim at best. Why mine cement at California wages when the can pay next to nothing in Mexico?
