It should happen. It won't. Your suggestions require collaboration. But "you people" in California are all about fighting each other. Environmentalists wouldn't let Cemex take limestone from their own property. They would penalize Cemex for Chromium 6 dumped generations ago. Hey, it should be cleaned up, but government should be there to help, not encourage factories to shut down. Of all the plants to shut, of course they pick the one in the most histile environment.

Our country has no industrial policy. No wonder everything is made in China. And we get along so much better here in New York LOL.
