I have a copy of the Humboldt County portion of the survey between Trinidad and Klamath. Between Klamath and Crescent City there were some real geography issues that I don't think were ever resolved. The last scenario was Grants Pass to Crescent City until the whole idea dissolved by the early 1930's. Santa Fe was never mentioned in any of these surveys which could have channelled most of the traffic onto SP lines...... probably why they never got beyond the talk stage. Then came the Depression and the rest is history.
