I got the print edition today and it turns out the critical focus of the article is on the contractor, a Native Alaskan corp with a CEO in South Carolina who has a rap sheet of job non-performance. A Walnut Creek engineering firm which had previously done work on Napa flood walls wanted to bid on the job but was closed out. It is claiming the no-bid approach has way inflated the cost and that the primary contractor is doing hardly any of the work but keeping almost 40% of the $54 million.
