Yes, the knuckle's missing! It's probably not technically a 'Tightlock' coupler, as those require Grade H knuckles and components, which are designed to not fit anything but Grade H couplers (Tightlock). The same is true for Grade E and Grade C couplers. The idea behind all that is to ensure that inferior grade components are not installed into higher grade couplers. Freight locomotives and cabooses are/were supplied with at least one each of Grade E and Grade C. That is most likley considered a Side Shelf Coupler, Grade E, also shelf couplers are not less than Grade E. Passenger locomotives and cars would be equipped with Grade H Tightlock couplers.

Most HazMat rated tank cars are now equipped with combination Side and Bottom Shelf Grade E couplers.

But hey, maybe it is, and that's why the knuckle's missing...no Grade H knuckle available!
