Centenials on the WP

Shortly after UP took over WP, I was working alongside main through Livermore and I recall seeing Centenials running through there. I have always been a casual foamer, but this sticks in my mind because I had never seen anything other than four axle power on WP. I know WP Eng. Dept. had there reasons for this, but could someone please explain why it was acceptable under UP management.
