From the looks of the 1st tank it is a pressure tank car with either LPG or anhydrous ammonia or its an empty that the SERA is finding a place to store,they had many pressure tanks stored on the SERA at Sacramento Mac Park when they had it. If I was a betting man I would guess storage. The NIMBY;s do not like HAZMAT cars stored near them and they can only handle 5 cars of hazmat per train loaded or empty on excepted track
