That's RR west of Pinole. The current milepost of that area is about 18, I think it's old MP 20.

To the right of the photo, there's an elementary school(now closed), and the right hand curve behind the train is Point Wilson. Behind you in the photo is the big blue building of Point Pinole Steel. The train is most likely throttling up and about to go through the big curve at Giant.
