Both the NCRA-NWP and SMART are becoming an embarrassment to the political insiders who set them up. My take is that the NWP in particular will have to turn a wheel this year or face being cut loose by the Northbay establishment. Especially in the light of all the relevant, existing public services experiencing cutbacks.
