We have quite a "tunnel radio" system at the Stanford Linear Accelerator Center. All tunnels have both VHF & UHF coverage, linked to our on-site radio systems. The 'antennas' within the housing are a leaky coaxial line. This system was originally designed by one of our amateur radio operators, and has been functional for the better part of twenty years. This system is used for voice communications, but it would not be hard to modify it for digitial commands.
