Figure $20-30B (that's Billion) or more for the 2 tunnels you mentioned, alone. Tunneling conditions in those hills will be like the Alps only worse, and the tunnels mentioned are as long as the major Alps tunnels. What are the Swiss paying for their new tunnels? Next: The river canyons in the Klamaths are anything but stable - always picking up the pieces along 299. Of course, the tribes along there would certainly want a cut - if they let it happen at all. The enviros would have a field day attacking it, then would demand all-electric power and passenger service if it looks at all real. Then there's the port: what's the depth over the bar and in the bay channel - 20 or 30 ft, maybe? You need 60+ for modern ships, and more for some of the giants they're talking about now. No, you can't just dredge it out - enviros and where do you put the mud? The giants can drive right up to Lazaro Cardenas in MX, which has good and growing rail service already from KCS & TFM and is at least a day closer by rail to the Midwest than anything in CA (unless your fantasy RR is going to run boxes at 300 kph).
The real killer: what do you do with the boxes at Wendel? Put them on the UP? There goes the day you saved at 300 kph!
Total realistic cost has to be somewhere north of $100B. Takes a while to pay that off at mills/mile freight rates, not counting maintenance (do the robot trains know how to fix a landslide?). NOT a good investment to sell in a market that cares only about next quarter.
BTW, if there were some verifiable references (a web site that includes a real business address and phone number? an article in a business publication with some credibility? best of all, reference to a suitable business filing at the SEC?) this thing would be more credible. Still possibly (probably) a scam, but at least the existence of somebody with skin in the game would be verifiable by other means.
