Let us understand / presume that this program has received planning, financing, permitting, engineering, procurement, contracting for years. Some of the lock components are beyond "life-expired", some are still very usable - but better get them done now and into the same cycle. Our younger readers will read about it happening again.

Your writer participated for three years in the construction of Ice Harbor Dam, powerhouse and navigation lock. Excellent rail delivery from Oregon Portland Cement on both sides.
All locks include "stop logs", closure sections, that are used upstream of the high gates and downstream of the low gates. Yes, they leak; but tolerably.
A major part of each job, but not visible from outside, will be rebuilding the gates that fill and empty the lock chambers.
Lots of electric pumps and pipelines.
Watch for viewpoints still open to visitors.
