I think most studies have shown that rail development like this leads to clustered development close to the stations. It would be my guess that HSR will concentrate development around each of the stops, which isn't exactly "urban sprawl." What it does create are housing clusters that will act to reduce greenhouse effects. People will live farther out, but the communities will be more dense at each station location.
