The organization that "owns" the No. 8, the "Feather River Short Line" is no longer in existence under California law. One individual claims rights to the locomotive (probably the fellow who barked at you), and despite pleas from the other former members to move the engine back to Portola, close to where it spent it's entire service life, he refuses to acknowledge them. Sadly I assume it is outdoors in the weather. Also being such a small engine it would be of little use in the day-to-day operations of the restored V&T. As a native Californian I would very much like to see the engine return one day.
