I believe if one digs through all the history, there is a legal argument that the engine should be returned to Plumas County. While its original location there (after operational life) was the Fairgrounds in Quincy, the FRRM would be a much better environment for it.
If the FRSL is no longer a viable entity, then it really should be returned, and no one individual should have "inherited" ownership--such an action violates the non-profit rules.
