I'd have to ask the question...is it oil or coal fired? I have very little experience
with/around coal so I can't say much, but if an oil burning locomotive is smoking heavily,
then it is either being over-fired and/or poorly drafted with not enough air for good
combustion.
Most all Shays that I have been around can be fired with a clean stack. There was one
that used to smoke heavily, but then the secondary damper was fixed and now it does a lot
better. Hope this helps some.
