During my occasional visits to the Bay Area I seem to remember that the Fruitvale rail bridge was always in an "UP" position. Would that still be considered an "impediment to navigation" ?
It would seem to me that the bridge could remain, into the future, should rail service of some kind ever be needed again in the island city, whether be 'light rail' , historic trolley or freight service. Just my two cents worth.
