In your reply to Rich's question about Fulton you state...

"...only the north end from Willits to Eureka. The south end is owned by SMART and being held for commuter service."

Didn't NCRA extend their ownership from Willits south to around Healdsburg when the public purchased the railroad back in '97? Did SMART take over more of the line north of there in the years since, or does NCRA ownership still start at Healdsburg?
