Derailment at Portland's Steel Bridge

I read a news brief this morning indicating a derailment had occurred on the steel bridge. What seemed odd was the article described two Amtrak flat bed freight rail cars on a train running between Los Angeles and Portland were involved in the derailment. Since when is Amtrak running flatcars on passenger trains? Or is this a case of a freight train derailing on tracks used by Amtrak? Just curious if anybody could shed some light on this one, thanks.
