San Francisco container traffic

A question to all the people who think the NWP has to reopen for container traffic-
If there is such a huge demand for an additional port for container ships then why isn't the unused capacity in San Francisco being used? San Francisco is a natural port not requiring dredging. As I understand it, the only problem in running double stacks out of the city was tunnel clearances. It seems like it would be more cost effective to work with CALTRAIN to run containers down to the Dumbarton and over Altamont than to rebuild the NWP.
