So if the FRA doesn't like high speed in a freeway median then Richard Tolmach has a good point in recommending a new ROW parallel to I-5. However if the hsr were on an elevated structure in a freeway median in an urban area that should provide collision insulation from trucks.

Incremental upgrades are ok but not as exciting as "shock and awe". By that I mean the I-5 non-stop racetrack and Tejon tunnels.
