I'm not sure if I'm understanding you correctly.
SP subsidiary Fernley & Lassen built between Fernley and Westwood. The portion between Wendel and Westwood became SP's Westwood Branch after the Modoc Line was completed, so, technically, the Modoc Line never went to Westwood. When the WP built north from Keddie, the portion between Westwood and Westwood Jct. (Mason) was leased to them, with SP (and the Red River Lumber Company) retaining trackage rights. SP stopped going beyond Susanville around 1956, but the rails remained more-or-less in place until around 1978 or so.
BNSF operates on the combined former GN and former WP between Klamath Falls and Keddie.
