Was this truck literally tearing up the road - were CalTrans vehicles barricading the truck behind it to repave the road that was torn up?
If the truck was from Oregon - how did it manage to get past all of the weigh stations, including the mandatory Port of Entry stop at/near the border?

I know of one newsprint mill (White Birch/SP Newsprint, Newberg) that continues to have daily rail service courtesy of its own plant railroad and the Portland & Western Railroad with through service to the UP at Albany. Now, the P&W line from Newberg to Sherwood (Rex Hill) is out of service, but one can still head south to McMinnville and Corvallis to get to Albany for interchange.
Blue Heron Paper in Oregon City is right beside the UP mainline and also has direct rail service straight to Los Angeles. (West Linn Paper does not have rail service; never has, but doesn't produce newsprint.)
Neither of these mills need CORP at all. If the UP line is blocked, there is still the Oregon Trunk. And regarding the Newberg mill, P&W still requires a full 24 hours to get a train the 50 miles from Newberg to Albany. By truck, the load would be pretty darn close to la la land.
