Interesting - I worked at a newsprint mill in Tacoma that shipped to the Orange County Register via Matson.
Containers were loaded in Tacoma, driven to Port of Seattle, then put on a Matson Ship to LA or Long Beach. We also shipped 'broke' or culled rolls of paper to a customer in Rancho Cucamonga via Matson as well. I could be wrong, but I believe Matson is no more. As an aside, that mill also used Matson to ship to Hawaii and Guam.
The only rail used there was for wood chips. In the past, rail may have been used to ship finished newsprint, but not while I was there (1990's).
The mill closed, a manifestation of NAFTA. All the work went to Canada. And I believe that Canadian producer has filed for bankruptcy recently.
Overloaded, over-length tractor-trailers on the 210? Doesn't seem worth the risk or the driver was nuts. How much over 80k was it? How much more per mile was that lumber worth at 84k, or 90k, or 96k? Seems like too much risk, little reward. And back when I was driving, if caught at a scale that load would have to have been made right at the scale. Maybe the truck originated from Oregon legit, got to LA, piled on for a local, heavy move taht did not involve crossing a scale and went for it.
It's usually local trucks (dumps, chip vans, bulk, etc.) that are responsible for tearing up the roads. No scales to cross = no weight limit. I've seen 120k on a 3-axle chip van set-up licensed for 96k; 100k on 5-axle, 80k tractor trailers shuttling broke around town, 130k on dumps licensed for 105,500k. And on and on.
