This was posted in the NWPRR fan message group a while back. Sorry it doesn't say who it was from, but double stacks have already been run all the way up to Eureka.
"However. just like Donner, the NWP tunnels will clear two 8'6"
stacks. When the NCRA ran the North end, they ran a empty set of
double stacks from the Lombard garbage train to Eureka, ( I have
pictures) in late 1996 or early 97 to check clearances. They walked
the train through the Squaw Rock tunnel and except for imposing a 10
mph slow order at that tunnel, they found that the tunnel does clear
double stacks. In addition, Redwood Coast Railway tours ran excess
height dome cars all the way to Willits in Oct. 96, with plenty of room
to spare."
