passenger gensets?

While googling something today, I saw an item in passing about Bombardier doing some dual-power (electric/diesel) locos for NJT. Supposedly, the diesel side will have a pair of 2100hp Cat engines. That sounds like a large genset arrangement - or is it? All I saw were some generic articles, as I didn't have time for a deep search of B's web site. Anybody know more about them? Is this somebody's fantasy proposal or are they actually being built? And how much more do they cost than a standard diesel that would presumably be changed out for electric at some point before the tunnels?
