But mixing electric light railcars with the current diesel trains, and also with the HSR trains will likely require PTC anyway. If the freight trains are PTC equipped too, I see no reason to time-separate freight and passenger operations other than when the line is too busy. I'm sure people would like to have (limited) passenger service after 11 pm, but there would be available track capacity for some freights too at that time of day.
