The area where the locomotives are had been the Pacific Growers Express loading area, I believe (that or REA). Whichver one it was, by this point in time, it was no longer operating, and the area was needed to store the locomotives. Apparently track was just laid down right on the concrete in a temporary fashion (which I think lasted like that for at least five, or more, years).
