I don't think so. I believe that this track was built by the Santa Fe to access customers on the old PE lines.

The PE Line that you are thinking about crosssed this Santa Fe line at and angle at the intersection of Anaheim and McFaralnd, headed in a SW direction. Its junction with the line around the harbor was just east of Neptune, while the McFarland Line joins up with the old SP line at Alameda and McFarland.
