While we are speaking of the loss of majority rule the biggest boondogle of all was the 2/3 vote required to raise taxes in California and to pass a budget. The party of NO rules with a minority of 1/3 votes over the wishes of the majority. I could never understand how the courts could ever find that constitutional. Minority rule at it's worst.
