TOTALLY GUESSING --

I think the person walked, and simply lifted the camera up over their head as they approached the cars. There are lots of edits in there to allow for getting around the cars and fences.

What amazed me was how true they were to the line the actual rail followed (or at least I assumed they were... when traveling right up against that cinder-block wall by the cement company, I wasn't sure).
