It was built as part of the Bay Bridge project as a union terminal for Key System, Southern Pacific (Interurban Electric Railway) and Sacramento Northern trains, so the California Toll Bridge Authority was the governmental entity in charge.

In fact, the two operating Key System bridge units at the Western Railway Museum carry trust plates indicating that the Toll Bridge Authority was the owner of the units, and that Key System was the lessee.

I don't know what contractors were involved in actually building the terminal.
