At this particular control point, the only options for eastbound trains are to go main track to main track one, or main track to main track 2. There is no spur, yard, or industry tracks anywhere nearby. With the lower signal head displaying the lunar aspect, they are probably diverging to main track #1, instead of going "straight rail" towards main track #2. However, with a restricting signal, you have to be prepared to take any possible route at the control point.
