OK, so we're going from a single Main Track to Two Main Tracks. Now it makes a little more sense; you've got to be ready to go either way, so a Restricting signal makes sense. A Diverging Clear or D. Approach could be used, but if the option to go to either main track still needs to be recognized, then the safe thing to do would be to have Restricting as the only option to proceed. Especially so if Current of Traffic was in place when these signals were installed...
As an aside, at South Mojave, the routing from UP to BNSF has the option to use two seperate XO's, and they are at two different speeds: 15 and 10 MPH. So far, I've only been lined up the 'fast way', with red/red/green aspects...I wonder what the signal would be if we were lined through the 10MPH XO...?
