Unless the courts overturn the law that limits liability per accident to $200 million, and I don't see what part of the Constitution that violates for anyone to have a case for overturning it, the limit is $200 million.

Even if Congress changes the law regarding future accidents, I'd think that trying to apply the new law to Chatsworth would be a "law of ex post facto", which is specifically prohibited by the Constitution.

But I'm not a lawyer, so my reading of the Constitution might be a bit too plain for some people.
