Responding to the original post - is that Mojave yard the guy is walking through? MASSIVE trespassing! Send him a ticket in the mail?

The radar vs windmill issue in the NYTimes article is real. Take a look at the NOAA radar site for Sacramento and note the permanent "storm" between Fairfield and Rio Vista - the SMUD wind turbines. When they crank up the sensitivity for an incoming storm it's easy to "see" the turbines on Altamont as well. Suspect the windmills affect traffic control radar for Travis too.
