Brian, my OR DeLorme map shows the former Ed Hines logging line heading East out of Seneca. Perhaps you could follow it using this reference.
As to the Oregon Eastern, years ago I noticed a decent road crossing the track @ Riverside, which is South of Juntura. This could give you some access. Just North or rr East of the Xing is a long cut which had some large boulders on the ROW. This prevented any further exploration back then. The comments about the number of bridges are correct...seems that no two were alike either. I took pics of a number of them back in '86-'87.
