As far as setbacks are concerned, it would be whatever the width of the railroad right of way is unless the railroad sold them an easement or leased a portion of the right of way to them.
So far as "minimum" setback, the local PUC sets the standards. In a nutshell, except for docks under four feet high, here in Oregon, the minimum clearance from the centerline of the track to any fixed stucture (such as a building, fence, etc. is 8 feet six inches PLUS one-half inch for each degree of curvature.
I would never allow anything not railroad related closer to the track (ends of the ties) than 15 feet to allow a crane or other piece of maintenance or emergency equipment to access our property in the event of a derailment or normal maintenance.
