When reporting on the Manteca derailment in 1989 for the Tracy Press, I asked the SP spokesman (I think it was "Andy" Anderson, but not sure) whether SP could use the West Side line as a detour until the wreck was cleaned up. Surprised that I would be aware of that possibility, he specifically said they could, and would, and that no other "through" trans had plied that route for at least several years by then.
