It's not political theatre to John Williams, potential shippers,
or anyone else who will benefit from freight start up.

And it is definitely not political theatre to SMART backers
who now see NCRA as interferring with their plans.

There are a lot of moving parts, including the now delayed
NCRA EIR (again). It may well be that NWP's attorneys agree
with Mike Pechner. Maybe they never needed to do a CEQA
document in the first place. But this will come as a surprise
to their funders (Caltrans) who required it.
